How Switzerland and Australia strengthen their economic and immigration ties


Australian Foreign Minister Julie Bishop met with Swiss Foreign Minister Didier Burkhalter on Monday (October 28) to strengthen ties between our two countries. They've formed a Strategic Dialogue, which means regular meetings will be held to discuss economic and security issues, "increase people-to-people links", improve trade and bolster investment.

Switzerland and Australia also share "significant economic ties", according to Ms Bishop. In 2012, Switzerland was the fifth-largest overall investor in our country.

Australian migration agents and their clients from Switzerland will be pleased to learn that Swiss passport holders will soon be able to access SmartGate.

This automated border processing system allows travellers from specific countries to "self-process" through passport control, and is currently only available for holders of passports from the UK, Australia, New Zealand and US.

However, trials are planned to begin in the next two months that will see Swiss passport holders able to use the system. Switzerland will be the first non-English language country to be given this privilege.

ACTU Fights a Repeal of Strict 457 Visa Rules

Immigration Minister Scott Morrison faces increasing demands from business to wind back expensive requirements for the 457 visa program. Unions president Ged Kearney said the rules were "not that onerous" but they would just like to know if there is a skills shortage. She suggested the government should advertise locally first to allay fears of local people being jobless.

Kearney agreed with Mr Morrison that employers who abused the 457 program would be punished as heavily as people smugglers. She added that the Fair Work Ombudsman should ensure 457 visa holders are paid correctly and their work matches the job title and description defined in the visa.

Long-Term Immigration On the Rise

The Australian Bureau of Statistics (ABS) released the latest data on visitor arrivals and departures for the month of August 2013.

The data showed a new-record high of 680,200 permanent and long-term arrivals to Australia. There were 371,440 permanent and long-term departures from Australia, which partly offset the number of arrivals. From January to August 2013, there were 308,760 net permanent and long-term arrivals, which represented a 55% spike from January 2011.

The ABS data also revealed that despite the increase in long-term arrivals, permanent arrivals fell to 152,710, or by 4%, in the same period. Meanwhile, permanent departures rose to its highest level of 92,790, or 5%.

Statistics from the Bureau showed that many immigrants came to Australia due to reasons which were temporary in nature. However, the Department of Immigration showed that about 30% of workers with 457 visas ended up as permanent residents. This number suggested that actual permanent immigration levels remain high.

Australians Support Immigration For Humanitarian Reasons

According to the latest Scanlon-Monash Mapping Social Cohesion report, Australians favor immigration but not boat people. The sixth annual survey showed that one in five Australians has experienced discrimination in the past year; this figure jumped to one in three for recent immigrants.

Monash University researcher Andrew Markus said, "Eighty-four per cent of people said that multiculturalism has been good for Australia." Despite the high support for immigration, only 18 per cent of those surveyed thought that boat people seeking asylum should be eligible for permanent residence.

Qian applied for and got a job at the Commonwealth Scientific and Industrial Research Organization (CSIRO) in Canberra. She decided to use SkillSelect to process her work visa in Australia. Qian submitted her visa application in December 2012 and she was granted a subclass 189 visa the following month. SkillSelect gave her a score of 60 points due to her impressive list of achievements, including a Doctoral Degree in Science, Business and Technology in China at the Chinese Academy of Sciences.

The survey of social cohesion, population, and immigration issues also included a study of immigrants from 2000-2010. It showed that 40 per cent has experienced discrimination in 2012, a figure which was much higher than the national average of 19 per cent. Professor Markus believed that this problem could be traced back to a "collapse in trust" in government. He said Prime Minister Tony Abbott should find a solution to win back the people's trust before this problem affects other social cohesion categories. Politicians should show a high level of respect and support to immigrants so citizens can follow suit.

Student Visa Numbers Grow Steadily

The annual Student Visa Program Trends report showed that student visa numbers in Australia returned to a sustainable growth. Student visa lodgements continued to grow by 0.4 per cent in 2011-12 and 3.8 per cent in the past two years. A factor contributing to this growth was the increase of 11.1 per cent on applications filed outside of Australia. The spike in student visa lodgements also hiked student visa grants.

The data revealed that as of June 2013, there were 304,251 student visa holders in the country. The bulk of these visa holders came from China (23.4 per cent) and India (10 per cent).

During the third quarter of 2013, 75 per cent of all student visas were processed within 30 days, while 50 per cent were processed within 14 days. Of the student visa applications, 93 per cent were granted a visa.
